Study in Italy: The Complete 2027 Guide

Italy rarely tops the first list a student writes down — and that is exactly why it deserves a second look. Behind the obvious appeal of Rome, Milan and Florence sits one of Europe’s most genuinely affordable and accessible public education systems, with a tuition model most students have never heard of: fees that scale to what your family actually earns.

The ISEE System — Italy’s Biggest Hidden Advantage

Most Italian public universities set tuition using an income-based scale, similar in spirit to the ISEE certificate Italian families use domestically.

In practice, this means two students on the same course can pay very different fees depending on their financial background and it is why headline tuition at Italian public universities — often between €900 and €3,000 a year — can be lower than almost anywhere else in Western Europe.

In several regions, DSU scholarships go further still, reducing fees to zero and covering accommodation for eligible students.

Why Italy for Your Field of Study

Italy is not a generic study destination — it is the training ground for specific industries.

If your field is design, architecture, fashion or automotive engineering, you are studying where those industries were built: Politecnico di Milano for design and engineering, the automotive engineering programmes linked to Ferrari and Ducati, and a fashion and luxury sector that dominates global runways.

Bologna, home to the University of Bologna — the oldest university in the world, founded in 1088 — remains a serious choice for law, medicine and the humanities.

Requirements

  • Academic transcripts and a Declaration of Value (Dichiarazione di Valore) confirming your qualification is recognised in Italy — obtained from the Italian Embassy
  • English proficiency for English-taught programmes, typically IELTS 6.0–6.5 or equivalent
  • Italian-taught programmes require a B1/B2 Italian certificate
  • Pre-enrolment through the portal, Italy’s centralised national application system for international students
  • Proof of financial means sufficient to cover living costs for the academic year
  • A valid passport
  • Depending on your course length, a long-stay (National) visa application through the Italian consulate

Major Cities and Cost of Living

Rome, Milan, Florence, Turin and Bologna each offer a distinct experience.

Milan is known for finance, design and fashion. Bologna offers a classic university-town lifestyle. Turin is particularly relevant for engineering and automotive fields.

Living costs outside Milan are notably lower than in many Western European capitals, which — combined with ISEE-adjusted tuition — makes Italy one of the most cost-effective genuinely prestigious destinations in Europe.

Intakes

The primary intake is September/October, aligned with the national university application windows, which typically open in the preceding spring.

Early planning matters, since pre-enrolment deadlines for international students are often earlier than EU deadlines.
